Request for Qualifications – Fire Substation

The Town of Troy is considering the construction of a two-bay substation or reconstruction of an existing building, at the current Town Disposal Center property. The facility will be owned by the Town and operations managed by the Hudson Fire Department. The Town is actively working collaboratively with the City of Hudson to flesh out facility requirements in the next two months. This location was selected after evaluating existing properties as to their ability to provide the maximum coverage to residents in the Town.

Background Information                                           

The Town of Troy is considering the construction of a two-bay substation to the Hudson Fire Department, located at the current Town Disposal Center property. The facility will be owned by the Town and operations managed by the Hudson Fire Department.  The Town is actively working with the City of Hudson to complete a MOU for the facility, and a contract for operations by December of 2025.  This location was selected after evaluating existing properties as to their ability to provide the maximum coverage to residents in the Town.

The Town desires construction of the Town Substation to begin in 2026, with substantial completion before December 31, 2026.

The purpose of this Request for Qualifications (RFQ) is to solicit parties interested in assisting Troy with providing professional architectural and engineering services during the design and construction phases for the Troy substation. The Town is particularly interested in proposals from firms or teams that have demonstrated expertise in fire station design for communities of less than 10,000 in population in Wisconsin.  In addition, the Town is interested in a functional fire station designed for cost effective construction and longevity, with a limited focus on design features that are more than is necessary to accomplish the primary goals.

This RFQ describes the desired services, the project timelines, and criteria that will be used to select the best qualified firm.

The Town’s Project Review Team will include the Town Administrator, Hudson Fire Chief, Town Public Works lead, and one Town Board member.

  Scope of Work / Requested Services   

The Town of Troy is seeking a consultant team to provide architectural, civil, structural, mechanical and electrical engineering services. The consultant team will review the proposed site (Air Photo Attached). The consultant team will provide building plans, elevations, sections, related details and updated cost estimates at design phases and throughout construction of the project. The Architect/Engineering Team will work in concert with the Town’s project review team from design through construction.

The successful consultant team shall be expected to provide a full array of professional design and construction phase services, including but not limited to the following:

  1. Meet with the Town regularly to review pre-design documents and evaluate program and building function. Use of video conferencing is encouraged.
  2. Confirm external and internal function, building size and
  3. Create floor plan concepts, exterior elevations and images for review and approval of the
  4. Work with a Project Design Team throughout the
  5. Prepare a wetland delineation if necessary and assist in obtaining necessary Croix County approvals.
  6. Provide site analysis and planning that determines ideal use of site and considers future
  7. Provide standard schematic design services including necessary site
  8. Prepare project cost estimates to be used to confirm project
  9. Provide standard design development, construction documents, related to building, grading utilities and other site improvements necessary for issuance of required permits from town, county and state agencies.
  10. Ensure compliance with local, state and federal
  11. Participate in construction progress meetings and provide site
  12. Participate in all required meetings, public hearings, and administrative approval processes conducted by the construction manager.

 Evaluation Criteria

Qualifications will be evaluated based on the submitter’s response to this Request for Qualifications. Emphasis will be placed on the experience of the team and key personnel with similar projects, familiarity with the proposed project, and proposed methodology. Applicants must provide two examples of previous work of a similar facility their technical capacity and project understanding. The drawing must be provided as an 11×17 inch color in hardcopy and electronic form. All such examples submitted by all respondents will be utilized by the Town of Troy without limitation in advancing project discussions. The selection review committee may require additional information during the selection process. The Town of Troy shall not be liable for any expense incurred by firms submitting qualifications.

Each statement of qualifications should respond to the selection criteria in the same order as presented above. Your firm’s statement of qualifications is due at 4:00 p.m. on Monday, July 14, 2025. Ten copies (Nine hard copies and one electronic) of your statement of qualifications must be received by mail or hand delivery in the Town offices at 654 Glover Road, Hudson, WI 54016, no later than the date and time specified above.

 Selection Process

The following procedure will guide the selection of a preferred firm:

  • Select the most highly qualified consultant team as determined by the evaluation
  • If necessary, on-site interviews of one or more teams may be requested to assist in making the determination.
  • Attempt to negotiate with the most highly qualified consultant team a If negotiations are unsuccessful, formally end negotiations with that consultant team.
  • Select the next most highly qualified consultant team and attempt to negotiate a contract with that party.
  • The Town of Troy will continue this process until a final consultant team is selected and under contract.
  • The Town of Troy may also choose not to proceed with or to utilize other means to complete the project, if reasonable terms cannot be negotiated with any interested consultant team.
  • Final contracts will be reviewed and approved by the Troy Town Board.

 Submission Requirements

Statements of qualifications must follow the structure outlined within Exhibit A, which will reduce the time required for respondents to prepare their submission and will simplify the evaluation panel’s review process. Respondents must provide ten copies (nine hardcopies and one electronic copy) of their statement. Your firm’s statement of qualifications is due at 4:00 p.m. on Monday, July 14, 2025. GUIDELINES FOR PREPARING STATEMENT OF QUALIFICATIONS

 

 

INTRODUCTION

 

These guidelines were developed to standardize the preparation of qualification statements. The qualification statement should contain the following information in the order listed:

  1. Cover Letter (2 pages maximum)

 

Indicate the name(s) of the firm(s) within the consultant team, their mailing address and telephone number. This letter should contain a statement of:

  • The consultant team’s basic understanding of the Request for Qualifications (RFQ) and other available resources.
  • An expression of the consultant team’s interest in the
  • A statement regarding the qualifications of the consultant teams’ ability to do the
  • Any summary information that may be useful or

 

 

  1. Statement of Qualifications and Experience (20 pages maximum)

 

  • The consultants’ understanding of the assignment and familiarity with the project and fire station design.
