Request for Proposals (RFP)- Glover Park Repairs

Project: Restoration and Repair of Oak Trail and section of Woodland Flower Trail

Overview:
The Town of Troy, Wisconsin is seeking proposals from qualified contractors for the restoration and repair of approximately 1.75 miles of hiking trails (Oak Trail, Woodland Flower Trail, Bluff Trail, and Summit Loop) within Glover Park, located at 428 N. Glover Rd., Hudson, Wisc. The project goal is to restore the trail to specified conditions, enhancing its safety and usability for the community while preserving the natural environment. 

The trails were originally constructed (machine cut) in 2006 and 2009.  There is significant vegetative overgrowth over the trails, along both sides of the trails, accumulating over the past several years. 

Scope of Work:

  1. Trail Specifications:
    • Construction equipment:  to minimize the environmental impact to the surrounding forest, the construction equipment will be limited to hand tools and small-scale mechanized equipment no larger than a Toro Dingo or DitchWitch SK500 mini track dozer, or similar equipment. 
    • Finished Width: The trail shall have a minimum finished width of 36 inches and a maximum width of 40 inches.
    • Trail Tread: The tread shall be comprised solely of mineral soil. All soils and materials used for the trail tread must be sourced from the project site.
    • Grade Requirements:
      • The average grade of any climbing or descending section must not exceed 10%.
      • No section of the trail may have a grade exceeding 15%.
    • Vegetation Clearance:
      • Remove all overhanging and encroaching vegetation to provide a minimum trail clearance of 4 feet in width and 7 feet in height.
      • No trees larger than 4 inches in diameter may be cleared.
  2. Work Approval:
    • The successful bidder must “flag” the work area prior to commencing work. This flagged area must be reviewed and approved by the Town Park Board and Town Administrator to ensure it meets the scoping requirements.
  3. Volunteer Involvement:
    • Final finishing work on the trail may be conducted by community volunteers or Town employees in coordination with the contractor.

Proposal Requirements:

  • Cost Estimate: Bidders shall include a comprehensive cost estimate in their proposal, covering all relevant labor, materials, equipment, and any other anticipated costs associated with the project.
  • Experience: Provide information on past projects of a similar nature, including references and qualifications.
  • Timeline: Outline a proposed timeline for the completion of the project.
  • Insurance: Proof of liability insurance and any other relevant coverage.

  • Proposed timeline

The Town of Troy reserves the right to reject any or all proposals, to waive any irregularities or informalities in any proposal, and to accept the proposal that is in the best interest of the Town.
