RE: Public Informational Meeting – 2026 St. Annes Parkway Rehabilitation Project and Special Assessment Overview

The Town of Troy invites you to attend a Public Informational Meeting to review the planned 2026 St. Annes Parkway Rehabilitation Project and the related proposed special assessment process.

Meeting Details:

Date: Thursday, November 13, 2025

Time: 6:30 p.m. – 7:30 p.m.
Location: Town of Troy Town Hall, 654 Glover Road, Hudson, WI

 

Meeting Purpose:

This meeting is intended to provide residents and property owners with an overview of:

  • The project scope and construction schedule (planned for 2026).
  • The special assessment methods under consideration by the Town Board.
  • The upcoming Town Board review.
  • The timeline for preparation and review of the Preliminary Assessment Report and the Public Hearing on Special Assessments.

 

Town staff and consulting engineers will give a brief presentation summarizing the project area, design intent, and methods being evaluated for assessment fairness and benefit allocation. The presentation will be followed by an open question-and-answer session.

Attendance and Participation:

All interested residents, subdivision HOA representatives, and business property owners are encouraged to attend.

  • Town Board members may be present and participate in discussion.
  • No formal action will be taken at this meeting.
  • The event is designed solely to provide information and gather input prior to the formal assessment hearing process required under Wisconsin Statutes §66.0703.
